I'll suggest house ruling it as the first

Isn't that just the Loud skill? I actually preferred your second suggestion, but thinking it through it wouldn't actually work very differently from being Loud. If Taunt made you the highest priority target if there was more than one group of survivors within zombie L.o.S., Loud would also do this too as you'd be the noisiest group. Taunt may trump Loud, but that's a pretty niche effect to give as a skill. Also if Taunt was based purely on L.o.S. it wouldn't affect zombies that couldn't see him. Again that's a slight very difference in effect (though perhaps not one without its uses).
Could it be something a bit different? For instance he can force an adjacent zone's worth of zombies to move onto his zone, potentially saving several survivors that would have been eaten otherwise. Perhaps he can draw zombies from all adjacent zones. Maybe all zombies in L.o.S.! Fits with the fluff. Hmmm... what could it be?

I'd forgot about Loud. Hmm, maybe it's meant to be Loud and was just mis-named/mis-translated. Another idea, maybe if Marvin is in the same square as one or more survivors who are outnumbered and are all about to be eaten, he can taunt the zombies so all their attacks go onto him (i.e. any additional attacks are effectively wasted), giving his fellow survivors a chance to escape. That would fit with the selfless bodyguard theme, as he throws himself in front of the horde like a human shield. It would effectively give anyone in the same square as him an extra life, which feels very bodyguardy but sounds a bit overly powerful (although it's a skill he can literally use once, ever, and then he's dead).
