Yes, pistols and rifles aren't very strong weapons. What's wrong with that? Searching for weapons would be pretty boring if you didn't have stronger and weaker weapons. While rifles are weak, they offer some strategic value with their long range and possibility of becoming a sniper rifle. While pistols are weak, they can be dual wielded and you even start the game with one.
