Additional to that, remember that (with the exception of Phil) these guys are NOT supposed to be firearms experts. Theres a waitress, a businessman, a street punk, a goth....most of them will never have held a gun outside of an arcade. Add to that that, again, most will have had neither training nor experience in stressful situations, and it's easy to see why opening fire (especially with an SMG!!!) in a small area filled with friends and enemies and you'd see your friends get hit waaay more than we (as game-players) may like.
Consider also this. Shooting in an area where there are zombies and survivors, it likely that the zombies will be surrounding the survivors. Remember also that to kill a zombie, you have to shoot it in the brain - hitting it in the arm will do nothing....but that shot may well go THROUGH the zombie's arm and into your friend's arm - and that will cause trauma, shock, and bleeding to your friend.
If you think of the rule as wounding friends first, rather than hitting friends first, it makes much more sense.
