The zombies on the board aren't an exact count of the number of zombies in the building/street. It's just an abstraction of the size of the horde.
also, it's so players don't get to 'choose' which way the zombies are going to give themselves an advantage, and/or avoid having players argue over which way the zombie goes. eg: "path A goes towards me! take path B, towards you!" "No, it should go A! I've already got a wound!" "B! I only have a pan!" etc.
edit: for clarity, the whole mob doesn't multiply. eg: if you have 4 zombies, it just splits 2 and 2. You don't have two mobs of 4 coming down each path. If you have 5, it splits 2 and 2, and one left over. that one is what splits and becomes 2, so you then have 3 and 3.
