That is correct.The point of the ranged weapon priority rule, I believe is two fold:
1. It makes melee weapons worth keeping.
2. It discourages people from doing stupid things like ending up in a room with two zombies and no way to kill them.
The way for Doug to help his friend that got into that predicament is to have a melee weapon equipped, and to also go into the room and attack the zombies with it.
Note, also, that if Doug had been in the room alongside his unfortunate friend, he would still kill his friend before the zombies if he used a ranged weapon to attack.
