I could see OVERWATCH as a skill. If it took up a skill slot I would make it only cost one action since:
1. You would be sacraficing a skill slot.
2. It would most likely be possessed by only one survivor.
I wouldn't advise complicating it by designating zones of fire. KISS. Sacrifice two actions (one if a skill) and a take a single action at any time as if it were still your original activation. Emphasis on SINGLE. You don't want people thinking they can get 2-3 double SMG bursts into an advancing horde.
The targetting rules have worked fairly well. Misses automatically hitting survivors means the SMG is a poor choice to save your friend with while the rifle works much better. Mostly I just prefer the mechanic which results in penalties for missing as opposed to hitting. Something just feels wrong in my gut that rolling well automatically kills your fellow survivor. There is an impact on survivability but not unbalancing. Survivors still get sprayed accidentally and there is still a strong preference to melee kill zombies in the same zone as a survivor.
