Then you probably are a trained shooter, or you think you are. :) Please keep in mind that we're not talking about trained shooters here. No matter how tought he survivors looks, they're actually scared people shooting (mostly) wildly trying to hit a moving target in the head, with terrified people trying to dodge the threat by dodging left and right, with absolutely no notion of "not getting in the line of fire".
Trained shooters would have the the Sniper ability, and people trained in getting out of the line of fire would probably have the Low Profile ability. Untrained, scared, armed civilians are a threat by themselves, and the target priority rule is meant to rapresent just that. :)
