Based on how it's written in the rules, I think the frenzy really only serves to prevent zombies from moving who are in the same zone as a survivor who gets killed.So for the activation that the survivor dies, all of the zombies in that zone are feeding, so they skip their movement phase, but if there are extra activations during the spawn phase, they should move. That's how I'd play it.
That might be a good clarification for the next FAQ update.
