You could also use 'rotating spawn points' - which is to say, say the map has 4 spawn points, N, E, S, and W, and say you choose to start spawning in the first round at the N spawn, then, in that first round, only spawn at N, E, and S, then, in the second round, at E, S, and W, third round at S, W, and N, and finally, fourth round at W, N, and E, and then repeat from N, E, and S again, and so on - this will reduce total zombie numbers, whilst keeping the distribution of zombies around the board, over several turns, the same.
